  企业的竞争是人才的竞争,随着知识经济时代的到来,人才对于企业的“贡献率”一路走高,人才资源成为企业诸多资源中最为重要的资源,对人才资源的争夺已呈燎原之势。人才流动成为必然,因此作为在市场经济条件下生存和发展的企业应做好人才的留用,防止人才的流失,促进企业的可持续发展。同时,应根据市场的变化和企业的发展战略做好人才的流动,促进企业人才的新陈代谢,正确处理企业“留才”和“流才”的关系,建立适应社会主义市场经济体制的人才管理机制,为企业实施可持续发展战略提供良好的人才支持。而专业技术人员拥有核心技术、掌握核心业务、控制关键资源。这些因素的存在实际上构成了企业核心竞争力,他们以20%的比例创造了企业80%以上的财富和利润,如果这些人员流失,就会影响企业工作的连续性、工作质量和企业人员的稳定性,从而弱化企业可持续发展的潜力和竞争力。因此专业技术人员成为企业人才竞争的主要对象。

创新技术的缺乏制约企业可持续发展
作为一个企业经营者,市场问题、资金问题固然是企业发展的重大问题。但从长远来看,技术创新才是一个企业真正的生命源泉。技术创新可以有两条途径,一是企业在自主经营的市场经济体制下依靠自己的积累自主增加企业技术创新的投入;二是引进先进的科技成果予以消化、吸收、创新,也称作模仿创新。长期以来,我国企业在这两方面都存在着严重的缺陷。我国将近一半的大中型企业没有研究与技术开发机构,在已有的机构中,也普遍存在着资金投入少、设备水平差、利用率不高、科研与技术开发能力弱、水平不高等问题。
